Background and Purpose

The Tertiary and Higher Education Trust (THET) Fund is established under the THET Fund Act, 2025 to mobilise, manage and deploy resources to strengthen tertiary and higher education in The Gambia. The Accounts Officer will support in the day-to-day accounting and financial administration of the Fund, ensuring accurate financial records, timely processing of transactions, effective financial controls and compliance with approved policies and procedures.

Key Responsibilities

The Accounts Officer shall:

  • Maintain accurate and up-to-date accounting records, ledgers and financial schedules.
  • Record receipts, payments, journals and other transactions in the accounting system.
  • Prepare payment vouchers and ensure that payments have appropriate supporting documentation and approvals.
  • Prepare monthly bank reconciliations and follow up on outstanding items.
  • Maintain records of receivables, payables, commitments, staff advances and imprests.
  • Record and reconcile funds received from Government, statutory levies, development partners, private-sector contributions, donations and other sources.
  • Monitor expenditure against approved budgets and assist with budget-versus-actual reporting.
  • Maintain financial records for THET Fund programmes, grants and funding windows, including disbursements to beneficiary institutions.
  • Support payroll processing, statutory deductions and related reconciliations, where required.
  • Support the maintenance and reconciliation of the Fixed Asset Register.
  • Assist in preparing monthly, quarterly and annual financial reports and supporting schedules.
  • Maintain properly organised and audit-ready financial records and provide documentation required for internal and external audits.
  • Perform other finance-related duties assigned.

Financial Controls and Accountability

The Accounts Officer shall:

  • Ensure transactions are processed only with appropriate authorisation and supporting documentation.
  • Comply with established segregation of duties and financial controls.
  • Maintain confidentiality and safeguard financial records.
  • Promptly report errors, irregularities or suspected misuse of funds.
  • Comply with the THET Fund Finance and Accounting Manual, Procurement Manual, Service Rules and other applicable financial regulations and policies.

Qualifications and Experience

The successful candidate should have:

  • A Bachelor's degree in Accounting, Finance, Business Administration or currently enrolled in an ACCA program.
  • At least five (5) years of relevant experience in accounting, finance or financial administration.
  • Professional or part-professional accounting qualification such as ACCA, CIMA, CPA or equivalent would be an advantage.
  • Good knowledge of accounting principles, reconciliations, budgeting and financial controls.
  • Proficiency in Microsoft Excel, QuickBooks and other accounting/financial management software.

The Accounts Officer will be expected to ensure:

  • Accurate and current accounting records.
  • Timely bank and account reconciliations.
  • Properly documented financial transactions.
  • Updated schedules of advances, receivables, payables and commitments.
  • Timely financial and budget reports.
  • Complete and audit-ready financial documentation.

* The Officer may undertake other related duties reasonably assigned in support of the effective financial management of the THET Fund.
