Background and Purpose
The Tertiary and Higher Education Trust (THET) Fund is established under the THET Fund Act, 2025 to mobilise, manage and deploy resources to strengthen tertiary and higher education in The Gambia. The Procurement Officer will coordinate the procurement of goods, works and services for the THET Fund, ensuring efficiency, transparency, value for money and compliance with applicable GPPA requirements, the THET Fund Procurement Manual and other relevant policies.
Key Responsibilities
The Procurement Officer shall:
- Prepare and regularly update the Annual Procurement Plan.
- Manage procurement processes for goods, works and services in accordance with approved procedures and thresholds.
- Prepare requests for quotations, bidding documents, requests for proposals and related procurement documentation.
- Work with directorates and technical teams to develop specifications, Terms of Reference and Bills of Quantities.
- Facilitate tendering, bid opening and evaluation processes and provide secretariat support to relevant committees.
- Prepare purchase orders, contracts, evaluation documentation and notifications for appropriate approval.
- Monitor procurement timelines, contracts, deliveries and supplier performance.
- Maintain accurate procurement and contract registers and complete procurement files.
- Coordinate with Finance to ensure procurements are within approved budgets.
- Prepare periodic procurement reports and provide documentation for audits and procurement reviews.
- Perform other related duties assigned by Management.
Compliance and Accountability
The Procurement Officer shall:
- Ensure compliance with applicable GPPA legislation, regulations and guidelines and THET Fund policies.
- Promote fairness, competition, transparency and value for money.
- Maintain confidentiality and declare any actual or potential conflict of interest.
- Ensure appropriate approvals, documentation and segregation of duties throughout the procurement process.
- Report suspected procurement irregularities or breaches of procedure.
Qualifications and Experience
The successful candidate should have:
- Bachelor's degree in Procurement, Supply Chain Management, Business Administration, Logistics or a related field.
- At least five (5) years of relevant procurement experience.
- Good knowledge of public procurement procedures and the regulatory framework in The Gambia.
- Experience preparing procurement plans, bidding documents, evaluation reports and contracts.
- Professional procurement certification and experience in public or donor-funded institutions would be an advantage.

Responsibility & Advisory Scope
The Procurement Officer shall be responsible for ensuring timely and compliant procurement, an updated procurement plan and contract register, complete audit-ready procurement files, and regular procurement progress reports.
The Officer shall provide professional procurement advice but shall not exercise approval powers reserved for Management, relevant committees, the Board, GPPA or other approving authorities.
